Two days workshop on Official Language Policy of the Union of India and Functional Hindi was conducted on 7th February, 2017 and 8th February, 2017 from 10 am to 4.30 pm at the Central Excise Headquarters, Auditorium. 19 Officers from all cadres working in the Cochin Central Excise Commissionerate, Chief Commissioner’s office, Cochin Zone, Appeal & Audit Commissionerate, Cochin attended the workshop. Certificates were distributed to all the candidates by Shri Pullela Nageswara Rao, Principal Commissioner, Cochin on completion of the workshop.

Presidential Award to Shri M. R. Ramachandran, Superintendent
Shri M. R. Ramachandran, Superintendent Central Excise,Cochin received the ‘Presidential Award’ for ‘Specially Distinguished Record of Service’ from Shri Arun Jaitley, Honorable Minister of Finance & Corporate Affairs at the investiture ceremony held in New Delhi on 27/01/2017 in the presence of Shri Najib Shah, Chairman CBEC; Shri Santhosh Kumar Gangwar, Honourable Minister of State for Finance; Dr. Hasmukh Adhia, Revenue Secretary and Smt. Ananya Ray, Member (Customs & Legal).
Shri M. R. Ramachandran was instrumental in the detection of more than 150 duty evasion cases in Central Excise and 140 cases in Service Tax evasion involving about Rs. 200 Crores. He has also played a prominent role in the detection and seizure of more than 60 Kgs of Gold from 67 Customs cases, which was attempted to be smuggled through Cochin International Airport. The officer has contributed immensely in the detection and seizure of 14.5 Kgs of Ephedrine (Narcotic Drugs) worth Rs.22 Crores last year. He also participated and supervised several operations in the dense forest of Munnar where fully grown Ganja Plants were destroyed under NDPS Act, 1985.
Innovativeness, unwavering dedication, sincerity and devotion towards work make him a worthy recipient of the Presidential Certificate of Appreciation for Specially Distinguished Record of Service.

GST – Outreach Programme
The Goods and Services Tax, rolled out nationally on July 1, 2017 that was a very significant step in the field of indirect tax reforms in India. Aimed at enhancing the economic integration of India, the tax system seeks to put in place a simpler, technology driven tax regime that facilitates ease of compliance from businesses while augmenting tax revenue and ease of administration. The Central Tax Department has been tasked with the seamless implementation and administration of the new tax regime.
As part of this mandate and its role as facilitators of trade and industry, the Department has decided to conduct a series of outreach programs nationally to raise awareness about GST among various stakeholders including commerce and industry, tax practitioners and officers of the department.
In order to achieve this various workshops/awareness campaigns has been scheduled in different locations of Kerala in the month of October, 2017 to highlight the GST related issues. These programmes, which will have senior officers in attendance, will focus on three themes viz. (i) Consumer Awareness (ii) Small and Medium Sector Enterprises and (iii) GST return filing.

Cricket Tournament for “International Day against Drug Abuse & Illicit Trafficking”
Cochin Commissionerate of the Central Excise, Customs & Service Tax Department organized a ONE DAY INDOOR CRICKET TOURNAMENT on the 8th of July, 2016 to commemorate the “INTERNATIONAL DAY AGAINST DRUG ABUSE & ILLICIT TRAFFICKING”. Four teams among the various formations of Central Excise Customs & Service Tax Department which were named after the four prominent rivers flowing through the state of Kerala viz., Nila, Tejaswini, Periyar and Pamba participated in the tournament in a knock-out basis.
In the first match Audit Commissionerate (Nila) defeated Headquarters, Chief Commissioners Unit and Appeals Commissionerate (Periyar) for 4 runs and in the second match Service Tax, Muvattupuzha and Kottayam Divisions (Pamba) defeated Ernakulam I and II Divisions (Tejaswini) for 7 wickets. The finals were played between Audit Commissionerate (Nila) and Service Tax, Muvattupuzha and Kottayam Divisions (Pamba) in which Nila defeated Pamba by 19 runs.
Ms. Reshma Lakhani, Commissioner inaugurated the tournament. The Chief Guest of the function was cine star Dr. Sai Pallavi, popularly known as ‘Malar’ of the super hit Malayalam movie “Premam” who presented trophies and mementoes to the winners. She reminded us that drugs which may seem to enhance ones capabilities at the beginning will backfire badly after a period of time. “As I find my high on dancing or on seeing a smile on my Dad’s and Mom’s face, you too find a way to keep your spirits up, but not drugs”, added Malar. She also launched the facebook page of the Cochin Central Excise Sports Council on the occasion.
An Anti-Drugs Seminar was conducted by the department with the assistance of Dr. Elsie Ommen, Psychiatrist, Medical Trust Hospital at 2.00 PM. She enlightened the audience on the ill effects of using drugs, the symptoms shown by children and adults on using drugs and the necessity to lead a drug-free life.
The function concluded by 5.30pm.

Initiation of Central Excise into Sports
“ALL WORK AND NO PLAY MAKES JACK A DULL BOY”. Keeping this old adage in mind the department of Central Excise and Customs, for promotion of sports amongst Central Government employees in the year 1976 initiated competitive sporting amongst the officers and staff of the department. Our department has produced many stalwarts in the field of Basketball, Football, Badminton and Athletics, who have won many medals and have brought laurels to our country and department. It has been decided that, this year on 8th July, 2016 along with, the 40th anniversary of the “Initiation of our department into professional sports”, we will be commemorating the International Day against Drug Abuse, by organizing a friendly cricket match among all Central Excise officers and staff of Cochin Commissionerate, Hqrs. office, CCO, Audit Commissionerate, Appeals Commissionerate and all Divisional offices.

International Day of Yoga, 2016
The International Day of Yoga was celebrated on 21st June, 2016 in the Central Excise, Customs & Service Tax Commissionerate, Cochin with mass yoga demonstration sessions starting from 7 am onwards. Dr. Beena Manoj, faculty of “The Art of Living Foundation”, Ernakulam Chapter led the training sessions. The Commissioner, Ms. Reshma Lakhani, IRS and the officers and staff of the Cochin Commissionerate Headquarters, Divisional Offices, Range Offices, etc. participated in the mass demonstration of yoga, which was followed by a talk on “The Essence of Yoga” by Ms. Seena Jayachandran, an international trainer of the Art of Living. On the occasion, Ms. Reshma Lakhani, IRS, Commissioner, expressed that yoga enables an individual to control the mind & Dhyana leads to awakening of the inner self which helps individuals realize their full potential.

रक्तदान शिविर और कैंसर जागरूकता कक्षा का आयोजन
Dr. V. P. Gangadharan, noted Oncologist, observed that Cancer is curable if detected early and that misconceptions and ignorance about this disease are widely prevalent in our society even today. He added that Tobacco, Alcohol & Non-Vegetarian diet are the major factors that invite cancer. If these can be avoided and vegetables and fruits are included in the diet, Cancer can be prevented to a great extent.
He was delivering the keynote speech at a seminar on ‘Cancer- Myths & Facts’ organized by Central Excise, Customs and Service Tax Commissionerate, Cochin.
Ms. Reshma Lakhani, Commissioner of Central Excise, Customs and Service Tax, Cochin, who presided over the function, stressed that taxmen are not solely concerned with collecting tax. Giving back to the society we live in also is our objective. She pointed out that it was with this in mind that a Blood Donation Camp was organized by the department and that similar Social Initiatives shall be actively promoted in the future also. Assistant Commissioners Ashwin John George and T. P. Salim Kumar also spoke. A Blood Donation Camp in association with Indian Medical Association and Cancer Detection Camp in association with Cochin Cancer Care Society were held in the morning. More than 50 people came forward to donate blood.
